In 2014 by the support of WHO Tanzania conducted a Measles- Rubella (MR) catch up campaign targeting children aged 9 months to 15 years. The campaign achieving 97% administrative coverage, followed by introducing of MR vaccine into routine immunization in April 2015. Despite of high national coverage, still there are some regions which are yet to reach the optimal coverage. Recent survey indicated that more than 25 districts have lower than 80% coverage of measles-containing vaccine second dose (MCV2). To sustain the effectiveness of the previous MR campaign, the Government of the United Republic of Tanzania via the MOH plans to conduct a follow up MR campaign in February, 2024 targeting 10,694,556 children aged between 9 to 59 months. The planned campaigned is also aligned with WHO guideline on measles supplementary immunization activities (SIAs) that it should be conducted in 3 to 4 years interval following the last measles supplementary immunization activity (SIA). Given the fact that the last campaign was in 2019, MR campaign of 2024 is perfectly timed. After the implementation, Post Campaign Coverage Survey will be conducted to provide information on the coverage, delivery approaches, perceptions on the challenges and best practices, and impact of MR immunization services. This document is a response to the Request for Proposal from the MOH to carry out proposed Post Campaign Coverage Survey to be implemented in February, 2024 in Tanzania. The Ifakara Health Institute (IHI) proposes to take a lead in conducting the national post campaign coverage sample survey and qualitative study as per the MOH call. The main objective of the evaluation survey is to determine the integrated measles rubella vaccination campaign coverage among children aged 9 months to 59 months. Childhood immunization is an effective public health strategy for decreasing child morbidity, disabilities, and mortality, and hence improving child health significantly, specifically in developing countries. Tanzania has one of the greatest rates of coverage of routine children immunizations among Sub-Saharan African countries. Assessing routine immunization coverage is essential to inform vaccine policies and program implementation.
